Restricted page by user

I have an application that requires certain pages, basically "My Page" in the site to be accessible and editable by only the page owner and the site administrator. Hopefully, a large number of people will be requiring this feature. I believe that this is a function that Access User Class does not presently have. Am I correct? If not, what is the procedure required to implement this function?

Other pages will be restricted by membership and type of membership, a requirement that Access User Class presently fulfills.
